Farewell google, you continually shoot yourself in the foot with these aborted products and lack of refinement. This is the nail in the coffin for me, switching to spotify immediately. This also means that if you queue up a radio station that any song in that playlist that you have downloaded won't actually play from the downloaded file and will consume your data instead. Google music wouldnt stream a file that was already downloaded in any playlist. Last month I used 33 GB of data on Wi-Fi listening to my playlists which are marked as downloaded, simply because I didn't go to the download section to start listening to them first. After having some issues with youtube music a month ago I began to suspect that it uses your data (whether thats mobile or wifi) on downloaded playlists unless you specifically go to the download section to start playing back the music initially, which also prevents you from browsing contextual information like going to the artist/album of any given track.
